On one project, a water district needed plans, agreements, and bonds to go to its board. The team got written permission to start certain work at its own risk while that went forward. That was a project-specific arrangement the agency authorized.

No. They're separate steps. After plans are approved, a project may still need fee payments, bonds, condition clearances or environmental surveys before the permit is issued.
How long does plan check take?
There's no fixed answer. Brian keeps target dates separate from confirmed milestones. A date is only confirmed when the approval or permit is actually issued.
Can we start any work before every approval is in?
Only when the permits and conditions for that phase are complete, or the agency gives written permission for specific work. Submitting an application doesn't authorize construction.
Who reviews the water and sewer plans?
Often the water or sewer district, under its own standards, agreements, inspection fees and bonding. Some cities also review utility work through encroachment permits. Brian maps those reviews out at the start.
